为提高煤炭企业的竞争力及适应市场的能力,针对以单个企业为优化目标的传统企业管理模式与实行上下游关联企业全局优化为目标的供应链管理模式的区别,结合煤炭供应链中链节实体的相对稳定,研究重点在于质量的稳定不在于敏捷,绩效考核以销售为中心,销售之间的竞争就是链群之间的竞争,以Q(quality),E(environment),C(cost),T(Transport)为重点等特征,提出基于信息共享的煤炭供应链运营模式.在分析煤炭供应链传统金字塔结构存在问题的基础上,提出供应链开放式功能体系结构并根据开放式功能结构进行了煤炭供应链的优化设计,建立了基于决策中心、实施中心、协调中心的煤炭供应链开放式整体结构模型.为煤炭供应链工作流程设计研究奠定了理论基础,指明了方向.有利于提高煤炭企业的鲁棒性及适应市场的能力.

In order to improving the competition capacity and adapting to market, the main difference between the traditional management model based on the partial optimal target for single enterprise and the supply chain management based on the local optimal target of up-and-down associated enterprise is analyzed. Combining the relatively stabilization of chain entity of coal supply chain, the study emphases is the quality stabilization and not promptness, the key of the sale is the performance evaluation and use quality,environment,cost,transport as the keystone, the running model of coal supply based on information share is provided. On the analysis the traditional pyramidal structure of coal supply chain, the opening functional system structure is given, and the total opening structural model of coal supply chain based on decision center, implement center, harmony center is employed. For the research of workflow design, it establishes the theory foundation and points out the direction and beneficial to increase the robust and ability adapt to the market.
