经过转变政府职能的改革与实践,从管理到服务已是我国政府职能转变的一个现实趋势。这种转变趋势不仅是社会主义市场经济发展的需要,也是公民社会兴起的必然要求。这种转变又不是一种简单的"替代",而是政府职能结构的重心位移和职能内涵的变化。从总体上说,管理与服务应互为补充,互为消长,在动态中达到平衡,这将是政府职能转变的发展趋势。

The thesis holds that it has become a reality tendency to switch government functions from administration to service after reformation and practice. This kind of switching is not only the requirement of socialism market but also the inevitable request of the rising citizen society, it is not a simple'replacement'but the change of the focus and contents of government function structure. In general, administration and service should complement, grow and decline each other and keep balance while developing. This will be the tendency of switching government functions.
