风景区保护与发展统一论的若干商榷意见

On the Unity of Protection and Development of Scenic Areas

本文认为 ,保护是风景区永恒的主题 ,但必须适应市场经济的要求 ,旅游业是风景区发展的决定性方向 ;市场配置资源必将成为风景区发展的必由之路 ;风景区的保护和发展离不开政府主导 ;应该积极推进体制创新 ,并结合实践论证了风景区保护与发展的统一 ,并回答了目前困扰风景区保护和发展中存在的一些敏感问题。

This paper arrives at the following cognition: 1) P rotection is the eternal theme of scenic areas, but it also has to adapt to the requirement of market economy. 2) Travel industry is the decisive aspect in the development of scenic areas and everything should center on scenic area economy. 3) The distribution of market resources will definitely become the only way to the development of scenic areas. 4) Speed is the surviving resources for the development of scenic areas. 5) The protection and development of scenic areas can not do without the guidance of government and the creativeness of system. Based on the cognition above, the paper proves the unity of protection and development of scenic areas, and answers a number of sensitive questions existing in the protection and development of scenic areas.
