开展林地定级估价 ,对充实地籍管理信息系统、完善我国新的国民经济核算体系、优化配置林地资源、促进公共积累、实现林地产权权能在经济上得以体现等都具有十分重要的意义。实行林地资源有偿使用、培育林地市场和推进林地使用权有序流转 ,必须开展林地定级估价。林地定级估价评价因素分自然环境因素层和社会经济因素层 ,自然环境因素层包括土壤、地形、海拔、气候、水文、植被、自然灾害和环境质量等 ,社会经济因素层包括林地利用方式、区位交通、基础设施、政策、技术和人口等。在林地定级估价时 ,要根据具体地域和林地类型选择评价因素因子。该文针对林地定级估价的难点 ,提出了相应的对策 ,通过对温州茶山森林公园案例分析 。

It's important in many fields, such as enriching the management information system of land registration, perfecting new national economy accounting system, disposing woodland resource rationally, promoting public accumulation, and so on. Woodland gradation and appraisement is also necessary for practicing the paid use of woodland resource, cultivating woodland market and stimulating the orderly circulation of the use right of woodland. Therefore, the author provides the factors should be taken into consideration for appraisement which can be divided into two groups as the natural and environmental factors and the social and economic factors. The natural and environmental factors include soil, topography, height above sea level, climate, hydrology, vegetation, natural calamity and environmental quality. The social and economic factors include the utilization way of woodland, traffic location, infrastructure, policy, technology and population. The appraisement factors are chosen based on typical regions and woodland types in grading and appraising the woodland. Furthermore, taking Wenzhou Chashan forest park as an example, the method on gradation and assessment of the woodland is explored in detail.
