农村剩余劳动力向城市转移是当前我国经济发展的一种客观现象.转移劳动力中素质相对较高的一部分人已不满足于接受最基础的职业训练,而产生了接受高层教育与培训的需求和愿望.对务工人员开展高职教育与培训是我国高职发展的新领域,对推动我国高职教育的发展具有现实意义,也符合世界教育发展的潮流,是国际职教发展的趋势.

It's an objective phenomenon from the country side surplus laborer turn to town in our county .This essay discusses the relation between vocational education train and laborer working on a public project employment ,it stresses that vocational education train is a condition for laborer working on a public project employment. It analyses present situation and characteristics about laborer working on public project employment. We think that vocation education train is a new field in the high vocational education. This work has realistic meaning in promoting a high vocational education development, It accord with the world education development trend.
