长江上游生态屏障建设的投入机制研究

Research on Input Mechanism of Constructing Ecological Defense in the upper Reaches of Yangtze River

长江上游生态屏障建设关系中下游地区的生态安全,因而,保障生态屏障建设质量至关重要。然而,长江上游生态屏障建设资金严重的供需失衡,直接影响生态屏障建设的质量。本文分析了长江上游生态屏障建设投入机制存在的主要问题及原因,提出了完善生态屏障建设投入机制的对策措施和政策建议。

Constructing ecological defense in the upper reaches of Yangtze River is the key to ecological safety of middle and lower reaches of Yangtze River.Therefore,it is important to garrante the quality of ecological defense.However,the imbalance of capital between supply and demand is affecting the quality of ecological defense.The author analyzed problems and its causes of input mechanism of constructing ecological defense in the upper reaches of Yangtze River,and proposed corresponding countermeasures and policy suggestions.
