Biosafety has been one of the focuses of international controversies and concerns since the accomplishment of the first genetic recombinant experiment. In this article, the concept and scientific meaning of biosafety were introduced, as well as its development in major countries and international organisms. After the introduction of the latest advances of legislation and administration of biosafety in the world, the developing trend of biosafety was pointed out.
