回顾改革开放以来我国城乡关系变革的历程,可以发现在改革开放不同时期,贯穿中央一号文件中城乡关系构建思想的主线是城乡融合发展,但不同时期又表现出差异性。梳理历年来中央一号文件中促进城乡发展政策的精神实质并横向比较,可以看出,新时代中央一号文件在处理城乡关系方面既有传承,也有创新和发展,更有利于推进诚乡融合与乡村振兴。
