吴忠市利通区水生态文明建设构想与实践

Constructive ideas and practical exploration of water ecological civilization in Litong District of Wuzhong

结合宁夏吴忠市利通区水资源短缺、水资源利用效率低、水环境质量较差、水土流失严重、基础水利设施老化失修、运行管理方式落后等实际情况,从地方水利发展与水生态文明建设实际出发,整合现有水利工程项目资源,分别从水安全、水生态、水环境、水节约、水管理、水文化6个方面提出适合于地方的水生态文明建设构想。同时,介绍了利通区水生态文明建设初期实践情况,旨在为宁夏乃至西北水生态文明城市建设提供有益经验。

Based on the water shortage,the low water efficiency,the poor water environment quality,the serious soil erosion,the aging of water conservancy facilities and the backward way of management,combining with the local water conservancy development and water ecological civilization construction practice,the article sets up six big ideas which includes water security,water ecological,water environment,water saving,water management and water culture to build the water ecological civilization.Furthermore,it introduces the initial practice of water ecological civilization construction in Litong district and could also provide useful experience for Ningxia and the northwest region in building the water ecological civilization city.
