云南瑞丽重点开发开放试验区产业发展的挑战及对策

Challenges and Countermeasures of Industrial Development of Ruili Key Development Experimental Zone in Yunnan Province

云南瑞丽与缅甸接壤,是我国面向南亚、东南亚开放的重要门户,资源丰富、经济发展欠发达。2012年国务院办公厅《关于同意广西东兴、云南瑞丽和内蒙古满洲里重点开发开放试验区建设实施方案的函》确定了瑞丽成为国家重点开发开放试验区的战略地位。根据区域开发的相关理论,通过描述瑞丽开发开放试验区建设的进程,分析开发开放过程中存在的挑战,并提出相应对策与建议,促进瑞丽开发开放试验区经济更快更好地发展。要推动瑞丽开发开放试验区建设又好又快发展,应该加强与周边国家的沟通与合作、促进金融改革、进行可持续发展的战略规划、加大科技投入力度和建立人才支撑系统等。

Ruili is China's important portal open to south Asia and southeast Asia,which borders with Myanmar. It is rich in natural resources,and less developed in economy. Since 2012,the letter that the general office of the State Council agreed implantation of key experiment zones of development and openness in Dongxing of Guangxi,Ruili of Yunnan and Manzhouli of Inner Mongolia has strengthened strategical statue to build Ruili to key experiment zone of development and openness. According to relevant theories of regional development,through description of development and opening of Ruili experimentation area construction process,from analysis on challenge of the development process of opening up,some corresponding countermeasures and suggestions were put forward to promote development to enhance faster and better economic development and opening up of Ruili experimentation area. It believed that in order to promote development and opening up and rapid development of Ruili experimentation area construction,we should strengthen communication and cooperation with neighboring countries,promote financial reform,to implement sustainable development strategy planning,increase investment in science and technology,and set up the human capital system.
