“分级诊疗”实施进程中的困境与对策

THE DIFFICULTIES AND COUNTERMEASURES IN THE IMPLEMENTATION PROCESS OF "GRADING DIAGNOSIS AND TREATMENT"

分级诊疗制度有助于合理分流患者、整合配置医疗卫生资源,是实现医疗公平的重要举措。但医疗卫生资源分布不均、基层人才专业素质不高、社会公众认可度不够等问题在不同程度上制约着分级诊疗制度的实施。要保障分级诊疗制度的顺利实施,就需要从顶层制度设计、医护人才建设、实行差别化的医疗费用定价和报销机制、建立基层医生首诊和双向转诊制度等多个方面入手,以构建完善的制度体系。

The diagnosis and classification system is helpful to reasonable triage of patients,the integration of medical and health care resources,is an important measure to achieve medical fair. But the medical resources are unevenly distributed,grass- roots personnel professional quality is not high,the public recognition of not enough other issues restricting the implementation of grading treatment system in different extent. To the smooth implementation of the security classification system for diagnosis and treatment,we need from the top- level system design,construction of medical personnel,the implementation of differentiated medical cost pricing and reimbursement mechanism,the establishment of grassroots doctors diagnosed and two- way referral system multiple aspects,to build a perfect system.
