Definition and Recombination of Governmental Function

政府职能的转变是我国目前行政管理体制改革的重点 ,也是一个难点。如何准确界定我国转型时期的政府职能 ,是我国理论和实践中都亟待解决的问题。为此 ,本文拟从政府职能的基本理论出发 ,结合我国的现实 ,对我国政府职能重构进行分析 ;认为应该对我国政府的权力和职能进行明确界定和严格限制 ,并逐步走向制度化、法制化。

The change of governmental function is an important issue in the reform of administration system of our country, and it is also a difficult one.How to correctly define it is an urgent task for us to solve as soon as possible.This article proposes that we should strictly limit the power and function of the government and promote the systematization and legalism in our country.
