城乡结合带主要环境问题及其综合治理对策

城乡结合带是城市与农村之间的一个过渡区带 ,环境问题集城市工业污染与农业生态破坏于一身 ,具有明显的特殊性和复杂性。城市环境的综合治理往往以城乡结合带环境和生态的破坏为代价 ,使之在遭受农业环境问题影响的同时 ,又遭受城市和工业废水、固体废弃物及大气污染的破坏。根据城乡结合带环境成因特点 ,环境综合治理应建立在农业生态环境保护、城市综合环境治理及工业污染处理的基础上进行 ,并根据具体情况制定相应的治理措施。制定合理的城乡结合带环境治理规划 ,实行城市生活垃圾和工业固体废弃物的资源化、减量化和无害化处理 ,控制城市生活污水、工业污水灌溉 ,加强城乡结合带建设项目的环境监测和管理 ,倡导和鼓励生态农业建设等是城乡结合带综合环境治理的主要内容和重要途径。

Town-and-Country combining zone is a transitional belt between urban and countryside,where environmental problems combine industry pollution with agricultural ecological destroying, showing distinctive particularity and complexity. Comprehensive protection of urban environment usually results in the destruction of environment and ecology in town-and-country combining zone, which suffers from not only the agricultural environmental problem but also the destruction from urban industrial wastewater, solid waste and air pollution.Because of the above characteristics, the environmental comprehensive control strategy should be built on the basis of farming ecological environment protection, comprehensive control of urban environment and industrial pollution prevention, and make out corresponding measures to the specifical environmental situation. It is emphasized that the main contents and important ways for comprehensive environmental protection are working out rational environmental strategy of town-and-country combining zone, carrying out the recycling, decrement and innocuous processes of domestic refuse and industrial solid waste,controlling the irrigation of sanitary sewage and effluent, strengthening the environmental monitoring and managing of construction project in the combining zone, advocating and encouraging the ecological agriculture.
