摘要
高校科研管理队伍创新素质建设的严重滞后是制约高校科研管理体制创新的根本要素之一,文章从市场经济、科技成果转化和创新的角度提出了培养高校科研管理人员创新素质的重要意义,并从理论和实践两方面探讨了创新素质培养的途径。
The backwardness of staff construction in college science &research administration and the lacking in creative quality of administrative personnel is one of the essential factors restricting the creation in college science and research administrative system. From the perspectives of market economy, scientific transfer and the creation in college science &research administration, this paper points out that it is positive to foster the science and research administrative staff in colleges, and also discusses the constitutional content and means of creative quality in aspects of theory and practice.
