土地执法难的原因分析及对策初探

DISCUSSION ON COUNTERMEASURE AND ANALYSIS ON THE CAUSE OF DIFFICULTY IN EXECUTING THE LAW WHILE MANAGING LAND

“合理利用土地，切实保护耕地”是我国的一项基本国策，而加强土地执法特别是解决执法难的问题是维护这项基本国策的重要保障。不可否认，土地执法难的问题在土地行政执法实践中普遍存在。其原因是多方面的，需要不断思考，提出解决问题的对策。

It is our country's basic national policy that 'utilizing land rationally and protecting plowland efficiently'. The important guarantee to stick up for this basic national policy is to strengthen executing the law in managing land, especially to solve the difficulty in executing the law. It is not denied that difficulty commonly existed in practice of executing the law. The causes are omnifarious, continuous consideration and putting forward countermeasures to solve the problems are needed.
