师专、教育学院、中师合并升本组建师院是新一轮高教体制改革的一个层面 ,其新组建的图书馆首当其冲是内部管理体制改革 ,对此进行了现状分析、问题探讨和雏形设计。

It is a new phase of the reform of the higher education that the Teachers College, the Education College and the Normal School unite together to establish a new 4-year college. The newly built library is the first to be needed reforming. This paper analyses its present situation, discusses its problems and designs its embryonic form.
