论西部地区的开放战略

On the Strategy of Exploitation of the Western Region Through Opening-up

本文从深化市场化改革、实现多种所有制共同发展、调整产业结构、扩大资金来源,以及解放思想、转变观念等五个方面论述了在西部大开发中实施开放战略的必要性,指出在构思、设计西部大开发的开放战略时,必须明确西部的开放包含着两个方面的开放:一是对外开放,二是对东部开放。在此基础上,对西部大开发中的开放战略进行了设计。

From five perspectives, this article mainly discusses the necessity of implementing openingup strategies in the exploitation of the western region. It includes deepening the reform of marketabliztion, realizing the codevelopment of multiple ownerships, modulating the industrial structure, enlarging the source of capital, liberating the minds, and changing the conception. This paper points that when the strategies has been conceived or designed, it is definitive that the opening of the western contains twoside opening. One is the opening to the external, the other is opening to the eastern. On the above basis, the opening strategies in the exploitation of the western are designed
