试析当前德美战略矛盾

The Strategic Contradiction between Germany and America

2 0 0 2年夏以来 ,德美在伊拉克问题上发生公开争吵 ,导致双边关系急剧“恶化”。此次德美争论的内容远远超出伊拉克问题本身 ,直接触及德美在“安全观”、“国际秩序观”和“全球治理观”等外交与国际战略问题上的矛盾 ,显示出西方联盟内部深刻的战略分歧。德美战略矛盾的激化是冷战后双方外交战略调整的结果 ,其中既有深刻的历史根源 ,也有现实利益和战略理念的原因 ,还有双方内政因素。德美战略分歧并未导致联盟关系的质变 ,双方仍有广泛的利益联系 ,但留下的裂痕却很难平复 ,彼此关系将渐行渐远。德美都是大西洋联盟最重要的成员国 ,它们的矛盾和分歧势必对双边关系、欧美关系乃至世界格局产生重大影响。

The open disagreement between Germany and America since the summer of 2002 on Iraq issue has made their bilateral relations 'exasperate'. As matter of fact, the dispute between the two is far beyond the Iraq issue itself, as it is directly concerned with their views on security, international order, global governance, international strategy and etc., which shows the deep strategic contradictions within the 'west'. The deepening of the strategic contradiction between the two is the result of the adjustment of foreign strategies since the end of the Cold War. Although, the contradiction does not change the nature of their partnership,and they still share wide common interest and have close links, it is not easy for them to recover their relations completely. Since both of them are the most important members with in the Atlantic ally, their contradictions and disputes have great influence over the bilateral relation as well as European-American relation, even over the world order.
