On the "Rigidity" and "Weakening" of the "Stable and Growth Pact

由于设计的局限与实施时缺乏灵活性 ,曾经被视为欧洲经货联盟稳定基石的稳定与增长公约 ,如今却成为欧盟一些成员国的经济增长桎梏。在多方强大压力之下 ,公约开始“弱化”。为此 ,分析家们担心 ,这不仅会损害欧盟的威信 ,而且还削弱了人们对欧元的信心。文章认为 ,欧盟的经济问题在很大程度上是个结构性问题 ,因此“弱化”稳定公约不一定就能解决欧盟一些成员国的经济痼疾。

The 'Stable and Growth Pact' (SGP) that had been taken as the foundation of the European Economic and Trade Union now has already become an obstacle to some EU member states owing to its limitation and lack of flexibility in implementation. Since SGP is weakening under heavy pressures, analysts are worried that the situation will not only harm the authority of the European Union, but also weaken people's confidence in Euro. As the economic problems of the EU are very much problems of structural ones, therefore, to 'weaken' the SGP is not necessarily a key to solve the obstinate economic problems of some EU member states.
