认为带着感情抓安全是搞好国有煤矿安全生产的前提。提出做好煤矿安全工作要处理好安全与效益、安全投入和管理、偶然和必然、严格管理和关心职工、事故隐患的客观存在和可预防等几个关系 ,还要在基础工作、管理体制、安全投入。

This paper holds that the prerequisite for work safety in state-owned coal mines is to do this job with affections and concerns. It also proposes that it is important to carefully handle the relations between work safety and economic returns, investment in work safety and management, occasionality and inevitability, strict management and care for staff and workers, existence of hidden dangers and accident preventability. The paper also suggests the necessity to achieve a good job on basic work such as work safety management system, investment in work safety, work safety supervision and accident prevention and control by the masses, etc.
