山东省欠发达地区的经济运行具有以下特征:自然资源丰富,但市场经济欠发达;产业结构不合理;劳动力、原料供给充足,资金、技术、管理等生产要素缺乏,且流动缓慢;经济以内向型为主,外向型经济发展严重不足;基础设施相对滞后;人们的思想观念较落后。大力发展市场经济,是改变欠发达地区整体面貌的根本途径。在战略选择上,应从以下几个方面着手:加速从自然经济向市场经济的转变;加速经济从农业单一经营向农工商综合经营的转变;强化集中度,建立优势主导产业;加速封闭型、内向型经济向开放型、外向型经济的转变;省政府要为欠发达地区的发展,创造较好的发展条件和政策环境。

The economic operation course in the developing regions of Shandong Province takes on the following features: rich in natural resources, but developing in market economy and irrational in industrial structure. There are shortage of production elements and slow circulation, such as labor force, funds, technology and administration, characterized by import-oriented e-conomy and deficiency of development of export-oriented economy. Lagging behind are the basic facilities. People's thinking lags behind reality. Thus, to develop the market economy greatly is crucial to the dramatic change of the conditions in the underdeveloped regions. In strategic choice, the following steps should be taken: to facilitate the transformation of natural economy into market economy, to facilitate the transformation in agriculture from single-management into integrated management. The centralization degree should be strengthened and the advantageous leading industry should be established. The import-oriented economy should be transformed to export-oriented economy. The Provincial Government should provide the developing regions with good development conditions, policy and environment.
