The State of the Refugees in Hong Kong Prior to the its Occupation by Japanese and the British-ruled Hong Kong's Administration's Policy

抗战爆发后,大片国土沦丧,无数内地难民为躲避战火,纷纷拥入香港,他们的生活贫困不堪。港英政府采取了一系列措施,并取得一定成效。然而,相对于汹涌如潮的难民,其作用是极其微小的。直至香港战火燃起,也没能彻底改变这一状况。

After much of China was occupied by the Japanese invaders, numberless refugees from the China's Mainland poured into Hong Kong, The Hong Kong administration adopted a series of measures to mitigate their extreme poverty and distress and achieved some effects. However, the situations of the refugees did not improve much until Hong Kong was also occupied by Japanese.
