论我国城镇住房供应体系的公平与效率

On the Equity and Efficiency of the Housing Supply System in Cities and Towns in China

随着我国住房制度改革的深化,住房领域的公平与效率关系由"效率优先"转变为"公平与效率协调统一"。新的城镇住房供应体系以大力发展经济适用住房为目标,这需要研究经济适用住房政策的合理性及其实施的制度保证。

While the housing system reform is furthered,'efficiency first'is being replaced by 'the unity of equity and efficiency'in the field of housing supply. The new urban housing system aims at the development of economical and practical housing units. This article discusses the variational rule between the equity and efficiency in the urban housing system, and studies both the rationality of housing policy and the institutional guarantee from the view point of equity and efficiency .
