强化消费需求启动措施,保证经济持续快速增长

On the Consumption Demand and the Economic Growth

消费需求是国民经济发展的原动力。目前 ,国内消费需求不足已经成为妨碍我国经济持续快速发展的主要矛盾。全面清理制约消费增长的体制和政策障碍 ,强化消费需求的启动力度应当是政府宏观调控的首要任务。应当把启动中低收入阶层的消费作为突破口 ,事半功倍 ;改善公众预期 ,增强消费者信心 ;支持农村发展 ,开拓农村消费市场 ;积极而谨慎地发展消费信贷 ;培养消费热点 ,加快消费结构升级换代的进程。

Consumption demand is a main impetus of national economy. Recently, inadequacy of domestic consumption demand has severely hindered the rapid development of national economy. From the point of macroeconomic regulation, the top priority task of our government is to clear all the policies that restrict the increase of consumption so as to start the consumption demand more powerfully. To speak more specifically, we should take measures to increase the consumption of those who earn lower income, to improve the consumers' consumption of rural area, to expand consumer credit positively and cautiously, to cultivate the hot spot of consumption and fast the progress of consumption patterns.
