Our study shows that the theoretical evidence is not sufficient when we applies the traditional “growth pole theory” and the “core-periphery” model to analyze the economic relation between Shanghai city and Zhejiang province. Therefore, we discussed the application condition and background of the “growth pole theory” and the “core-periphery” theory first, and proved that the Yangtze River Delta Region in which Shanghai and Zhejiang province together lie is more like a homogeneous region than a “dual space”. Then we proved by the real “industry transfer” cases between them that the economic relation between these two provinces is not the “polarized and spread” one, but mutual resources complementary and, industry division of labor relation. Finally we concluded that Shanghai city and Zhejiang Province's economic relation is of “neighbour penetration” in terms of “element flowing”.
