对当前城市社区管理体制改革的几点思考

Reflections of the reform of the city community management system

当前 ,我国城市社区管理体制改革中存在的诸多问题限制了社区建设的深入发展 ,打破这种僵局 ,进一步推动社区管理体制改革的关键在于以完善社区服务功能为突破口 ,严格依照民主原则来运作社区 ,明晰社区组织的权责关系 ,实现社区党的建设属地化 ,建立健全社区组织管理法规制度 ,并不断提升社区居民的参政意识。

At present in China there exist many problems in the reform of the city community management system. These problems have prevented city community construction from a further development. The present author argues that the key to the further development of the reform of community management system lies in the improvement of the community service functions, the strict community management by the democratic principle, the clear rights & responsibilities for the community organizations, the construction of the Party, the community management laws & regulations, and the awareness of the residents participation in government & political affairs.
