社会主义分配制度理论的发展与完善

Talking about the Development and Perfection of the Socialist Distribution System Theory

党的十六大报告中提出了"确立劳动、资本、技术和管理等生产要素按贡献参与分配的原则,完善按劳分配为主体、多种分配方式并存的分配制度"的社会主义分配原则,是我国在分配理论和分配方式上新的突破。允许和鼓励技术、管理等生产要素参与收益分配,有利于提高科研人员和企业管理者的积极性,促进科技与经济的快速发展。而要真正实现按各类生产要素分配的激励作用,则必须完善相应的要素市场。另外,在社会财富分配过程中,需要注意可能出现的两极分化问题,逐步完善适应我国社会主义市场经济的分配制度。

The report of the 16th National Congre ss of the Communist Party of China put forward the Socialist Distribution Principl e that 'establishing the factor of prduction such as work, capital, technology, management to participate in the distribution according to contribution, and pe rfecting the distribution system that distribute according to work and coexist m any kinds of methods of salary distribution', this is a new break-through in th e theory and method of salary distribution of our party. Allowing and encouragin g the factors of production, such as technology, management, etc. to participate in the distribution of income is propitious to improve the enthusiasm of the sc ientific research personnel and enterprises administrator, and to promote the fast development of the science and technology and economy. We must perfect the various market of productive factors so as to really realizing the encouragement function of distribution by all kinds of factors of production. Otherwis e we need notice polarization problem that may appear in the process of assignin g wealth of society. We should perfect the distribution system which adapting to the socialist market economy of our country gradually.
