本文通过对国有企业制度模式、改革中的弊端、国企困难、改革取得的成效以及企业改制中存在的问题等几方面的分析,认为制度缺陷是国有企业一系列症结的根源。国有企业只有在制度创新、产权改革上下功夫才能取得实质性的进展。

It puts forward that systemati cal faults is the origin of all these problems faced by state-owned enterprises . Therefore. It is crucial for state-owned enterprises to carry on system creat ion and reformation in ownership.
