在利用外资中竞争跨国公司诱导技术转移

Competition for Transnational Corporations & Inducement to Technological Transfer in Use of Foreign Funds

改革开放之初 ,我国确立的利用外资政策的目标主要是两个 :一是利用外资弥补国内资金的不足 ,二是通过利用外资引进先进技术。经过 2 0多年的发展 ,利用外资弥补国内资金不足的目标已经基本实现 ,但通过利用外资以引进国外先进技术的政策目标尚远远没有达到。在我国已经加入WTO的背景下 ,跨国公司对华技术转移的方式发生了重大变化 ,如何在利用外资中诱导跨国公司对华技术转移就成为检验我国外资政策绩效的重要标尺。

The objects of the policy on use of foreign funds set by our country at the very beginning of opening and reforming were mainly two;one was to use foreign funds to compensate the shortage of domestic funds and the other was to introduce advanced technology by use of foreign funds.After more than 20 years development,the object of using foreign funds to make up the shortage of domestic funds has been basically accomplished but the second object of the policy on introduction of foreign advanced technology through use of foreign funds has so far not reached.The way of technological transfer from transnational corporations to China has greatly changed under the background of China's joining WTO,now how to induce transnational corporations to transfer their technologies to China during the use of foreign funds has become an essential yardstick to measure the achievements on the policy of foreign funds use.Several countermeasures to compete and induce technological transfer are put forward in this text.
