摘要
川江滚装船素有"怪胎"之称,开创之初多是将普通货船、驳船加长加宽改造而成.由于其设计建造标准低、船舶技术状态差的原因,导致安全事故时有发生,因而成为川江运输一大安全隐患.近年来,交通部对川江滚装船的整顿力度逐步加大,在CCS积极贯彻执行之下取得了显著成绩.然而,由于船舶基础条件较差,至今仍有部分滚装船未能满足交通部海事局95号文件(<关于复核川江汽车滚装船的通知>)的要求.2003年4月2日,<进一步贯彻落实交通部2002年95号文件宣贯会>(以下简称<宣贯会>)在重庆万州召开,为及时跟踪川江滚装船整顿进度,记者再访川江.
Ro-ro ships along the upper Yangtze River used to be called 'Bugbears'. At the very beginning, most of these ro-ro ships were built by lengthening and widening the general cargo ships and barges. Due to low design and construction criteria and poor technical conditions, accidents appeared one after another, which has become a black sheep in the safety conditions of the upper Yangtze River. In recent years, the Ministry of Communications has made great efforts to rectify the ro-ro ships on the upper Yangtze River. A remarkable progress has been made under the active execution of China Classification Society. However, some ro-ro ships still cannot meet the requirements of China MSA due to poor basic conditions.
