论西部大开发中地方政府能力的提升

Promotion of Government Capability in Western China Development

西部大开发是在我国市场经济体制初步建立和加入WTO的背景下进行的 ,加之市场的非万能性 ,决定了西部地方政府在区域经济发展中将大有作为。基于我国西部地方政府在发展经济方面能力缺失的表现 ,运用福利经济学中关于政府与市场在配置资源方面的均衡原理 ,分析了西部地方政府能力提升的途径及政策建议。

The strategy of developing Western China was carried out when has a lot to do the preliminary market system was built up and China entered into WTO. Consequently, the local government was bound to in the regional development. Based on the analysis of the capability deficiency, this passage discusses the modes of promoting government capability & policy advice by means of the equilibrium principle of resource allocation between the government and market.
