This paper expounds the relations between the development of language testing and language teaching on the basis of reviewing the history of language testing. The author puts forward that language testing is a major and necessary measuring tool in language teaching; the ultimate aim of language testing is serving language teaching; and it can effectively promote language teaching to bring into full play positive backwash of language testing. Finally, the author proposes valuable and instructive models on college English testing and evaluating.
