Scotland makes creative educational reform policy and its implementation strategy according to schools' distribution,natural geography,population density and administrative system. The improvement of schooling quality and the development of commmunity can be combined by the popularization of ICT, which can make improvement on both the systematic reform of schools and the whole environment of the society so as to provide conditions for people' s good education and lifelong learning.
