把长春市建设成学习型城市是时代发展的需要,是实现长春市经济跨越式发展的需要,是促进城市全面进步和可持续发展的需要,是提高市民素质实现自身价值的需要。长春市构建学习型城市应遵循从实际出发,注重实效、领导重视,行政推动、健全机制,措施配套、全民参与,与时俱进的原则;确立终身学习的理念、健全系统的学习体系、形成社会化学习网络、建立科学的人才培养机制等具体目标。

To construct Changchun into a learn in g city is the requirement in the development of time,in promotion of the prog ress of the city and of sustainable development and in raising citizens’qualit y in realization of self-value.To construct Changchun into a learning city,we should follow the following principles:starting from reality,paying attentio n to actual effect,leaders taking it seriously,administration promoting,perfe cting mechanism,having a complete set of measures,everybody participating and advancing with time.We should establish the concept of lifelong-learning,pe rfect the system of systematic learning,form the network of social learning and establish concrete goals in scientific training mechanism of talents.
