社会经济的高速发展对资源的需求量不断增加。资源的开采和利用,给社会带来巨大经济效益的同时,也快速地消耗着环境储量,并且给环境功能造成很大的负面影响。因此社会应该大力推进矿产资源开发和利用的环境经济评价,以系统论的观点,从资源、生态、环境三个方面进行全面的评价。在考虑投资者的效益和成本的同时,更要考虑社会的效益和成本,实现资源的可持续开发和人类社会的可持续发展。在资源的消耗和资源功能的退化方面,更应该引起注意的是资源功能的退化问题,这是由资源的不可复制性决定的;而对于可耗竭资源,在科技高度发展的今天,可利用可替代物来代替。

With the high development of society, the need of resource is increasing gradually. Exploitation and using of resource brings huge benefit to the society and consumes the resource reserves at a very high speed. It also brings negative effect to the environmental function. So the society should vigorously advance mineral resource's environmental economical evaluation at exploitation and using, and with a view of system make an all-sided evaluation from the resource, ecology and environment. Not only the benefit and cost of investors should be considered, but also of the society as a whole. So there will be a sustained development of the resource and society. Between consuming of resource' reserves and degradation of environmental function, more attention should be paid to the latter. With the high technology, a certain substitute for the resource depleted can be found, but the function of the environment cannot be copied.
