建立新体制下煤矿安全培训体系的研究

Research of Establishing Coal Mine Safety Training System under the New Supervision System

分析了全国煤矿安全形势以及煤矿安全技术培训现状和存在的问题,指出了建立新体制下煤矿安全技术培训体系的必要性,提出了在新的煤矿安全监察体制下,进一步贯彻落实《安全生产法》,加强煤矿安全技术培训的对策。同时对煤矿从业人员实行安全资格制度,并推行执业资格制度,建立健全煤矿安全技术培训的管理机制和保障措施等进行了探讨。

On the basis of analyzing the general conditions of coal mine work safety and the situation of coal mine safety training in China, this paper discusses many special problems existed in the coal mine safety training. It is necessary to establish the coal mine safety training system under the coal mine safety supervision and management system of China. The countermeasures for us to resolve these problems have been provided by carrying out the Law of the People's Republic of China on Work safety and improving the performance of safety training. And a extensive discussion was made on issues such as competency of coal miners, the implementation of occupational qualification systems, the establishment of safety training management methods and its warrant measures in coal mine.
