恐怖主义犯罪在世界范围内已经滥觞,给人类社会的和平与安全带来严重的危害,为了有效预防和应对恐怖主义犯罪,一方面,要充分认识和把握当下恐怖主义犯罪发展的新趋势,在意志形态、组织形式、袭击手段、攻击目标方面的变化。另一方面,通过介绍国外美国、德国、俄罗斯反恐立法的特点,把握当下世界反恐立法的发展脉络,并结合《刑法修正案(九)》关于恐怖犯罪的规定,分析、比较我国反恐立法方面的进步和存在的缺陷与不足并提出完善建议。

The crime of terrorism has taken place more frequently in the world,and it has brought serious harm to the peace and security of human society.In order to effectively prevent and deal with the crime of terrorism,we should fully understand and grasp the new trend of the development of terrorism,in the form of the will,the form of organization,the means of attack,changes in the target of attack.On the other hand,by introducing the characteristics of anti-terrorism legislation in the United States,Germany and Russia,we will grasp the development of anti-terrorism legislation in the world,and combine the criminal law amendment (9) to analyze and compare the progress and shortcomings of anti-terrorism legislation in our country,and make perfect suggestions.
