强化监督是我国当前制度反腐的重要支柱,腐败犯罪举报制度作为制度反腐的组成部分,是社会公众积极行使社会监督权,参与国家和社会治理的重要制度表现。改革开放以来,我国腐败犯罪举报制度经历了从初步确立到发展完善的演进过程。在国家监察体制改革和反腐新常态的社会背景下,总结腐败犯罪举报制度的历史经验,探明现阶段举报机制的功能和实践特点,并针对举报制度运行中的观念错位、制度真空和规范不足问题形成优化思路,对加强腐败犯罪举报制度的体系化建设,推进制度反腐、法治反腐不断深入具有重要意义。

Strengthening supervision is an important pillar of China’s current institutional anti-corruption,as an integral part of the system,the corruption crime reporting system is important for the public to exercise social supervision right and participate in the state and social governance.Since the reform and opening up,the corruption crime reporting system has experienced the evolution process from the initial establishment to the development.In the context of the state’s regulatory reform and a new regime of anti-corruption,summarizing the historical experience of the corruption crime reporting system as well as proving the functional and practical characteristics of the current reporting mechanism and forming an optimal approach in view of the misalignment,institutional deficiency and the lack of norms in the operation of the reporting system is of great significance in the development of strengthen the systematic construction of corruption crime reporting system and advancing the institutional anticorruption and legal anti-corruption.
