Legal Countermeasures on Fighting against Cyber-Terrorism Crime

全球正处于后'9·11'时代,随着互联网的迅猛发展,传统的恐怖主义迅速进入网络平台并衍生出新型的恐怖主义模式——网络恐怖主义,并给全球网络信息安全以及各国关乎国计民生的基础设施带来巨大的威胁。恐怖分子越来越多地利用现代通信技术的力量进行谋划、招募、宣传、加强通信、指挥和控制、资金募集和转移、信息收集等一系列活动。打击网络恐怖主义犯罪,有必要从国内和国际两个层面着手应对,但当前的法律规制还需要加以完善,包括明确规定网络恐怖主义的概念与类型,完善刑事法律,加强国际合作等。

The world is in the post'era'of 9/11.With the rapid development of the Internet,traditional terrorism quickly entered the network platform and derived a new type of cyber-terrorism.The global network information security and the national livelihood of the infrastructure to be brought to face great threat.Increasingly,terrorists are using the power of modern communications technology to plan,recruit,publicize,strengthen communications,command and control,fund raising and transfer,and information-gathering activities.To fight against cyberterrorism crime,it is necessary to deal with it from two levels of at homeland and abroad.However,the current legal regulation needs to be improved,including defining the concept and typies of cyber-terrorism,improving criminal law,strengthening international cooperation and so on.
