摘要
指出我国公务员考核制度实施中存在的一些问题 :( 1)动机问题 ;( 2 )操作标准问题 ;( 3 )过程问题 ;( 4 )观念问题。提出改进我国政府绩效评估的几点建议 :( 1)建立健全科学的评价系统 ;( 2 )必要的立法保障 ;( 3 )建立多重评估体制。
This paper examines the numerous problems in the execution of the performance appraisal system of China's civil servants such as: (1) motive; (2) operation criterion; (3)process; (4)concepts., and proceeds to raise suggestions concerning the improvement of the performance appraisal system of civil servants as follows: (1) establishing an integral scientific appraisal system; (2) guaranteeing the necessary legislation security; (3)constituting multiplex appraisal system.
