One of the practical method of evaluation on the ability of enterprises' technological innovation comes from the process of enterprises' technological innovation. Based upon the process model of enterprises' technological innovation and the factors affecting the success of enterprises' technological innovation, systematic construction was discussed and fundamental framework of the index was established. Finally, the comprehensive evaluation of the ability of enterprises' technological innovation was investigated.
