摘要
关注中国地方技术创新政策的三个方面,建立了技术创新政策评估模型。主要采用隶属度概念定量分析,在直线方程基础上得出政策效果评价指数公式。根据公式得出政策效果评价图表,分析认为东部、西部和中部均呈现出既相同又各有特色的政策效果。对评价可信度个别类比后提出了一些加强技术创新的政策建议。
It puts close attention on three aspects of Chinese local technical innovation policy in 1990s. The first is that a creative policy of technique of the ten-year synopsis thinks it primarily has three great vary. Every location therefore establishes a series of executive and concrete policy mea-surs. The second is to establish the evaluation model of technology innovation policy. It mainly adopts the quantitative analysis belonging to the degree concept and finds out the policy result evaluation index number formula on the staight line square. The third is to find out the policy result evaluation chart according to the formula. Finally the analysis shows that the eastern and western regions, and central parts present out all alike and each has the special features of policy result. In this way, it puts out the index number forma. After the comparison of their credibility of this kind of evalua-tio ,it sets up some policy suggestions to strengthen technology innovation.
