摘要
欧洲铁路运输管理系统/欧洲列车控制系统(ERTMS/ETCS)是欧盟为解决欧洲铁路互通运营而提出的一系列法规性文件。提出ETCS的目的在于消除由于各国间设施不同所引起的系统差别,在欧洲铁路网内实现互用性并确保列车运行的安全性和高效性,降低运营成本,增强竞争优势。纳入国际铁路联盟的ETCS技术规范有功能需求规范、系统需求规范以及一系列接口规范,并从运用角度将系统分为5级(0级,0+级,1级,2级,3级)。在借鉴ETCS技术规范基础上,分析CTCS与ETCS在基础、内涵、策略等方面的差异,提出中国列车运行控制系统(CTCS)分三步走的发展思路。
Europe Railway Traffic Management System a nd Europe Train Control System(ERTMS/ETCS)is a series of legislation documents s et by UIC for inter-operatability of the European railways. Adoption of ETCS is to eliminate the system difference between different countries, realize the int er-operatability, ensure the safety and efficiency of train operation, reduce c ost, and edge competitveness. The technical specifications of ETCS cover th e functional requirement, system requirement and interface criteria of UIC. It c onsists of 5 levels (0, 0+, 1, 2, 3) in application. Based on the ETCS techn ical specification and the analysis of the differences of the basis, the contents an d strategies between CTCS and ETCS, the paper puts forward the development of C hina Train Control System(CTCS) in three steps.
