新中国成立后,在铁路建设中贯彻国防要求,平时为战时铁路保障所做准备工作均取得很好的成绩。随着我国改革开放的不断深化,交通战备指导思想发生了根本变化,确定了交通战备工作服从和服务于经济建设的大局的指导思想,贯彻平战结合原则,寓国防交通建设于国家交通建设之中。在新的时期,仅从有关铁路国防交通工程保障的角度,重点探讨路网建设、战备科研、骨干培训等问题。

Since the foundation of our new China, we have made great achievements in meeting the requirements of national defense and getting our railways fully prepared against war during peace time. With the further deepening of our open-up and reform,our guiding ideas for traffic preparedness against war have been fundamentally changed. It has been determined that our traffic preparedness against war should be subordinated to and serve our economic construction,with the principle of combining our peacetime work with the preparedness against war and integrating our traffic construction for national defense into the national traffic construction carried out. From the angle of the railway traffic engineering security for national defense in the new period,the paper emphatically deals with such problems as the construction of our railway network,scientific research into the preparedness against war and cadres training,etc.
