电信普遍服务是在中国电信市场开放、加入WTO以后迫切需要解决的问题。本文分析了电信普遍服务的内涵、中国电信普遍服务的现状 ,提出了今后几年中国电信普遍服务的目标。借鉴了国际上较成功的电信普遍服务的经验 ,从完善电信普遍服务的立法、规范电信普遍服务成本核算、征收和发放电信普遍服务基金、实施电信普遍服务项目、建立普遍服务的管理机构等方面对中国实施电信普遍服务的策略进行了有益的探索。
