通过分析在市场经济体系发育不断成熟的新形势下市管县体制存在的问题。运用扁平化组织结构理论和层次———幅度原理 ,论证了省区划小、实现省直接管理县 (市 )
This paper analyses the problems arising from the municipality over county system under the maturing market system.The flatting organizational structure theory and the control span theory are applied in the analysis.On these basis the paper assesses the feasibility of contracting the provincial scope such that the provincial over municipality and county directly.
