They neglect realistic qualification and capability of running schools, ignore the optimize configuration and high efficient operation of resource; they try to start new specialty and the qualification of awarding the high degrees. All these lead to low-efficient operation and waste of macroscopic society and microscopic educational resource directly, as well as the low quality of teaching. All these problems manifest themselves in the discipline. Economic attribution of discipline construction in colleges and universities provide theoretical application of virtual administration principle, and virtue organizing thought could solve the low-efficient operation and waste of educationl resource effectively as as to, achieve the connotative requirement to improve the competitive force and comprehensive strength of schools. The goal could be realize the goal of microcosmic school teaching, scientific research resource and optimize configuration as well as high-efficient operation of macrocosmic social educational resource.
