由于经济状况、自然环境和习俗观念等方面的原因 ,西部地区教育发展程度与全国水平相比存在较大差距。为加速西部地区教育发展 ,必须牢固树立教育优先发展的战略地位 ,转变教育观念 ,增加社会投入 ,完善教育法规 。

Due to the reasons such as economic situation, natural environment and traditional customs and ideas, the educational development of the western regions falls behind, compared with the nation wide level. To accelerate the educational development of the western regions, a prior position of education should be firmly set up, ideas about education should be changed, social investment should be increased, educational laws should be the perfected and the construction of the ranks of teacher should be strengthened.
