The paper discusses the necessity and probability for the editors of sci-tech periodicals to participate in the evaluation of scientific level of manuscripts. The editors' evaluation on manuscripts is a kind of continuity and supplement to the peer review and again an extension of the authors' writing. The editors can do the evaluation based on their dialectical thinking, professional knowledge, humanities knowledge and through editing methods. Editors must play their role as gatekeepers to improve the quality of sci-tech periodicals.
