本文从现代图书馆以人为本的观念引出读者合法权利的问题,分析读者与图书馆强弱关系的成因,从图书馆立法的角度,讨论读者基本权利的内容,保障读者合法权利的社会效用,从而进一步体现图书馆读者工作的改革精神。

This essay analyzes the readers and causes of being a strong or weak library according to the viewpoint that a modern library should take human beings as essential, which leads to the issue of the readers' legal right. It discusses the contents of readers' basic right from the angle of library legislation. To protect readers' right realizes the reform spirit of our library workers.
